Effective Training Design (For Tier 2 Grantees)

To ensure that job quality is within reach for grant participants targeted with these grants, Tier 2 grantees must have an effective training design that will ensure attainment of the necessary skills for employment in these quality jobs, as well as ensuring that training includes models for worker voice and self-advocacy, which is a key component of job quality.
Success in designing effective trainings is demonstrated by:
- Providing quality training services aligned with regional and sector-based labor market needs, including:
- Identifying and utilizing evidence-based training practices in the program design (such as work-based learning, registered apprenticeships, the use of supportive services, etc), and
- Using Customer-Centered Design (also called Human-Centered Design) and creating a feedback loop, using data to improve services.
- Evaluating training design and services based on employer assessment of skills match and hiring.
- Monitoring for continuous improvement.
- Conducting effective outreach and recruitment by:
- Understanding participants' needs, challenges, and characteristics,
- Using outreach best practices for the targeted participant pool, and
- Employing effective assessments to match individuals based on their skills and interests with employer needs and suitability for targeted career pathways.
