High Road Training Partnerships

The High Road Training Partnerships (HRTP) initiative was launched as a $10M demonstration project to showcase partnership strategies for the state. The HRTP model, which covers a range of industries, such as transportation, health care, and hospitality, is a perfect example of the sector approach championed by the California Workforce Development Board.
The California Workforce Development Board (CWDB) was created in 1998 under the federal Workforce Investment Act (WIA). Later, in 2014, the WIA was replaced by the Workforce Innovation and Opportunity Act (WIOA), which outlines the vision and structure through which state workforce training and education programs are funded and administered locally and regionally.
The Board also produces a set of policies and guidelines to direct related activities across the workforce system. This initiative was intended to promote a field of practice that addresses urgent concerns of income inequality, economic competitiveness, and climate change through regional skills strategies to support resilient communities across the state.
The training partnerships focusing on workers and industries aim to develop skills for California's High Road employers. These employers compete based on the quality of their products and services, achieved through innovation and investment in the workforce. As a result, they can generate jobs that support families, where workers have a say and can participate in the decision-making process.
